STAFF URGENTLY REQUIRED

Sindh Peoples Housing for Flood Affectees (SPHF), a Public Company setup under section 42 of Companies Act 2017, is the implementing agency of Sindh Flood Emergency Rehabilitation Project. It is looking for capable and dynamic individuals for the following position on a contractual basis, initially for one (01) year and extendable subject to satisfactory performance and as per requirement of the Company. The below mentioned post is Karachi based.

CHIEF OPERATING OFFICER

Key Responsibilities:

Experience & Qualification Requirements:

• Assist the CEO in strategic and operational planning for large-scale rehabilitation programs housing, WASH and other infrastructure project.

• Minimum Master’s degree / 16 years of education.

• Provide expert guidance on disaster management, emergency response, and reconstruction.

• Fifteen years of experience of working with Multilateral Donor-Funded Projects.

• Oversee implementing partners (NGOs/private sector) and all construction activities.

• Project implementation and operations experience at senior level will be required.

• Ensure compliance with internal policies, legal regulations, and donor requirements.

• Public sector experience is an added advantage.

• Lead and motivate a high-performing operational team.

• Experience in technology-based projects and MIS-enabled system preferred

• Strengthen organizational culture, values, and stakeholder reputation.

• Facilitate coordination with Government of Sindh, donors, SECP, and partner organizations.

• Develop and manage monitoring, evaluation, and reporting systems.

• Act as focal liaison for donor review missions and technical support teams.

• Provide technical oversight for MIS upgrades, budgeting, and DRR strategies.

• Supervise engineering, operations, and project-delivery functions.
