Our client, one of Pakistan’s
largest publicly listed oil and gas exploration and production companies and an
equal opportunity employer, is seeking a Manager Government & Regulatory
Affairs for its Islamabad office.
Job Purpose
Responsible for managing the company’s interface with government institutions
and regulatory bodies for legal, commercial, and regulatory work by developing
and executing engagement strategies. The role ensures compliance, promotes
policy initiatives, and builds collaborative relationships across regulatory
and governmental landscapes critical to business operations and
diversification.
Key Responsibilities
- Develop and implement government and regulatory
engagement frameworks aligned with corporate strategy, legal requirements,
and commercial objectives.
- Monitor legislative and policy developments across
energy, mining, and infrastructure sectors, evaluating implications for
the company.
- Represent the company in high-level engagements with
regulatory authorities, government departments, and multi-stakeholder
forums.
- Support revenue growth by aligning regulatory strategy
with business expansion plans, ensuring timely approvals and unlocking new
opportunities.
- Enable regulatory certainty, reduce compliance risks,
and accelerate approvals for strategic initiatives.
- Build strategic relationships with federal/provincial
institutions, regulatory agencies (MoE, OGRA, NEPRA, SECP), and industry
consortia.
- Provide strategic advice on emerging risks, compliance
challenges, and sectoral reforms.
- Coordinate cross-functional collaboration on regulatory
affairs across legal, operations, and business units.
- Deliver internal advisory briefs, stakeholder mapping,
and position papers for executive decision-making.
- Develop capacity-building initiatives to foster
regulatory awareness and governance discipline.
Job Specifications
- Qualification:
Bachelor’s Degree in Business Administration, Economics, Law (including
commercial/business law), Geology/Geophysics, or any Engineering
discipline from reputable local or foreign institutions recognized by HEC.
- Work Experience:
Minimum 14 years of progressive experience in government relations,
regulatory reporting and compliance, commercial matters, or strategic
planning. Preference for candidates with exposure to public-sector
engagement, energy/oil & gas operations, or inter-agency coordination.
